Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Updates to Title 18 required to have it more clearly reflect established billing procedures.
Background
Billing for Water Service, established in Sec. 18-114, provides for a discounted (net) rate to be paid whenever payment is made on or before the due date stated on the bill, “otherwise the gross rate shall apply which includes a penalty of ten percent of the net amount billed for water.” The Section further notes that “…customers will have consolidated bills presented for other services including but not limited to, wastewater, solid waste, and stormwater in accordance with the provisions of this code.”
Billing for Sanitary Sewer Service, established in Sec. 18-210, references payments made “…after the discount date or due date.” This update will insert the full paragraph pertaining to the discounted (net) rate from Sec. 18-114 (water) into Sec. 18-210 (Sewer) as written below:
“Sanitary Sewer bills must be paid on or before the due date shown…to obtain the net or discount rate. Otherwise, the gross rate shall apply which includes a penalty of ten percent of the net amount billed, failure to receive a bill will not release a customer from the payment obligation, nor extend the due date.”
