Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the proposed contract amendment to COF Contract 2016-316 for assessment of the Harpeth River interceptor.

Background
On April 25, 2017 staff discovered a line failure of the 54" sanitary sewer interceptor along the Harpeth River. This failure is located downstream of the failure that occurred in February of this year. Staff and contractors were able to establish bypass pumping prior to any overflow of the system. Including the line failure near Pinkerton Park in 2014 and the site near Chestnut Bend that is currently under repair, we have now experienced significant line failures in the Harpeth River Interceptor line between Pinkerton Park and the Water Reclamation Facility and was installed in the 2002 timeframe (approximately).

At the time, the line failure in 2014 was largely attributed to an underground spring at the location of the failure. Staff followed up with CCTV inspection of the majority of large diameter infrastructure in 2015-2016. In reviewing the results of the CCTV work, staff began addressing identified issues, and contracted with Hazen and Sawyer to assist with the evaluation and to develop alternatives to address deficiencies in the fall of 2016. During the development of the report, the City experienced the line failure currently being repaired behind Chestnut Bend. The nature of these two failures and what we have seen during the execution of the most recent repair, causes us to question the longevity of the installation performed approximately 16 years ago.
