Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 1 to the Professional Services Agreement (PSA) (COF Contract No. 2014-0033) with Smith Seckman Reid, Inc. (SSR).

 

Background

On November 8, 2016, the BOMA approved Resolution 2016-71, “A Resolution Awarding the Construction Contract (COF Contract No. 2014-0181) to Cleary Construction in the Amount of $1,511,125.00 for the Curd Branch and Watson Branch Interceptor Sewer Improvements Project.”  The project generally includes the construction of approximately 5,110 linear feet of gravity sanitary sewer and twenty-six (26) manholes.

 

Originally, City staff planned to provide the on-site inspection and day-to-day oversight for the project.  Due to multiple issues associated with the job and the lack of staff availability, it is in the City’s best interest to obtain additional support from SSR to oversee day-to-day operation and to ensure the infrastructure is installed per City requirements.

 

Financial Impact

The added cost for these additional services is $45,500.  This additional cost can be absorbed by the Water Management Department’s budget.
