Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the design of improvements at the intersection of Aspen Grove Drive and Seaboard Lane.
Background
The four-legged intersection of Aspen Grove Drive and Seaboard Lane currently operates under all-way stop control. The four (4) legs of this intersection are:
* North Leg - Seaboard Lane
* East Leg - Aspen Grove Drive
* South Leg - Parkside Aspen Grove Condominium Gated Entrance
* West Leg - Wyndchase Aspen Grove Apartments
During peak traffic periods, this intersection experiences significant delay and queuing along Aspen Grove Drive and Seaboard Lane. On September 8, 2015, the BOMA approved a professional services agreement (PSA) (COF Contract No. 2015-0196) with Barge Waggoner Sumner & Cannon, Inc. (BWSC) to design appropriate improvements at this intersection. The original intent was to analyze the effectiveness of signalization or the installation of a roundabout at this intersection. After further thought and discussion, it occurred that the simplest solution would be to align the dominant legs of Aspen Grove Drive and Seaboard Lane, while consolidating the other legs into a single access point, as seen in Exhibit A.
As BWSC began work, the City learned of an upcoming Congestion Mitigation and Air Quality (CMAQ) Improvement Program grant opportunity through the Tennessee Department of Transportation (TDOT).
