Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Kimley-Horn and Associates, Inc. (Kimley-Horn) for Downtown Franklin Traffic Signal Timing.
Background
In general, the industry standard for the retiming of traffic signals is 2.5 to 5 years. Some of the driving forces behind the need for signal retiming include: increased/decreased traffic volume, changes to lane use, new intersections or lanes, etc.
The traffic signals in the Downtown Franklin area were last retimed in 2011, using 2010 data. Since that time, the Hillsboro Road Phase 1 project, including the installation of a new traffic signal at 3rd Avenue, has been completed. The central business district is well overdue for a reevaluation of its signal timing. The traffic signals to be included in this study are:
1. Main Street at 1st Avenue
2. Main Street at 2nd Avenue
3. Main Street at 4th Avenue
4. Main Street at 5th Avenue/Columbia Avenue (Five Points)
5. 5th Avenue North at Fair Street
6. 5th Avenue North at New Highway 96 West/Bridge Street
7. 5th Avenue North at 3rd Avenue North
8. Hillsboro Road at Del Rio Pike/Farrier Lane
9. Columbia Avenue at 7th Avenue South
10. Columbia Avenue at 9th Avenue South/South Margin Street
11. Columbia Avenue at Fowlkes Street
12. Bridge Street at 3rd Avenue North
13. 3rd Avenue South at Bridge Church Street
14. 3rd Avenue South at South Margin Street
15. New Highway 96 West at 11th Avenue North
