Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Barge Waggoner Sumner & Cannon, Inc. (BWSC) for Columbia Avenue Traffic Signal Timing.
Background
In general, the industry standard for the retiming of traffic signals is 2.5 to 5 years. Some of the driving forces behind the need for signal retiming include: increased/decreased traffic volume, changes to lane use, new intersections or lanes, etc.
The traffic signals along the Columbia Avenue corridor, between Mack Hatcher Parkway and Downs Boulevard, were last retimed in-house by City staff approximately 2.5 to 3 years ago. Since that time, the I-65 and Goose Creek Bypass widening projects have been completed. It is very likely that the completion of those major projects has resulted in changes to the traffic patterns along Columbia Avenue. The City also continues to receive citizen requests to reevaluate the signal timing along this corridor.
As a part of the Traffic Operations Center's (TOC) annual traffic count program, full 48-hour turning movement counts were collected along Columbia Avenue in 2016. In addition to this data, the Columbia Avenue Widening and Improvements Project collected similar traffic data along the corridor in 2016. This data can be used to calculate new signal timing for the Columbia Avenue corridor.
