Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Ordinance 2017-10 to set new speed limits on Captain Freeman Parkway, between Lewisburg Pike and Goose Creek Bypass.

Background
The plans for Rural Plains Section 1 of the Berry Farms subdivision provided for Speed Limit 30 miles per hour (MPH) signs, which are currently posted in both directions between Lewisburg Pike and Rural Plains Circle. On August 1, 2016, the Boyle Company sent to Carl Baughman a letter requesting that the City of Franklin consider a reduction of the speed limit on Captain Freeman Parkway through the residential neighborhood from 30 MPH to 15 MPH.

Using a new radar speed data collection system, the City of Franklin Engineering-TOC Division gathered speed data in February 2017. With Captain Freeman Parkway being a median-divided street, the radar was deployed by individual direction giving the results as shown in the table below:

The table shows that the majority of the traffic travels at or under 25 MPH along the currently opened portion of Captain Freeman Parkway in section 1. The future sections 3 and 8 will complete the Captain Freeman Parkway connection past Publix to Goose Creek Bypass.
