Purpose
The purpose of this memorandum is to recommend approval of Ordinance 2017-09. This ordinance will amend the City of Franklin Transportation & Street Technical Standards.

Background
Over the past few months, staff has been working to update the Transportation & Street Technical Standards.
The Board is required to approve an ordinance for all major revisions to these standards. The revised Street Specifications were presented to the development community on February 1, 2017 and published for public comment on January 23, 2017. The revised street specs include numerous administrative changes and minor revisions to clarify the intent of the specification. Major revisions to the specifications include the following:

1) Adoption of "Public Right of Way Accessibility Guidelines", latest edition, US Department of Transportation, Federal Highway Administration.
* These standards have been adopted by the Tennessee Department of Transportation and Cities are being encouraged to adopt these standards.
* These standards are currently pending adoption by the Department of Justice and will eventually become enforceable standards under title II of the ADA.
2) Update to the City of Franklin Special Provision Regarding Section 730f to the Tennessee Department of Transportation Specifications for Road and Bridge Construction, March 1, 2015.
