Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 3, for a time extension, to the agreement (COF Contract No. 2013-0022; TDOT Agreement No. 120296) between the City of Franklin and the Tennessee Department of Transportation (TDOT) for the Hunters Bend Elementary Safe Routes to School (SRTS) Project (PIN 118151.00).

Background
The Hunters Bend Elementary SRTS project will construct improvements to two (2) pedestrian tunnels near Hunters Bend Elementary School. These improvements generally consist of: sidewalk repair, earthwork, retaining wall construction, lighting, emergency call box, and tunnels surround repairs.

The original Local Agency Project Agreement, which allows the City to manage this SRTS project, was approved by the BOMA on April 23, 2013. Due to various delays throughout this project's development, two (2) amendments to this agreement, both for one (1) year time extensions, have been approved by the BOMA. The first amendment extended the project completion date to May 12, 2016. The second amendment extended the completion date to May 12, 2017.

On December 12, 2016, the City of Franklin received and opened construction bids for this project. Subsequently, at its February 14, 2017 meeting, the BOMA awarded the construction contract to Jarrett Builders, Inc. City staff is currently coordinating with the contractor to begin construction.
