Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Emergency City of Franklin Contract 2017-0033 with Walker Building Group, LLC, approved on behalf of the BOMA for emergency repair services to a 54" sanitary sewer interceptor adjacent to the Chestnut Bend Subdivision.
Background
In February 2017 the City of Franklin responded to a sinkhole call in the Chestnut Bend Subdivision. Upon further investigation it was determined that the sinkhole was caused by the failure of a 54" sanitary sewer interceptor. The failure, occurring at the crown of the pipe, allowed for flow to continue in the interceptor and not cause an overflow. To date no sanitary sewer overflows have occurred.
To reduce the potential of a sanitary sewer overflow as well as to prepare for the repair process, the City worked with Xylem Dewatering Solutions to establish bypass pumping of the location. The initial work with Xylem is presented as an additional item on behalf of the BOMA on this agenda. The ongoing bypass work will be performed by Xylem through a subcontract with Walker Building Group.
Since the time of the incident, the City has been working with Hazen Sawyer to evaluate the emergency repair. Hazen Sawyer, already contracted with the City, provided assistance with developing the repair approach presented in the technical memorandum within the contract with Walker Building Group. On March 10, 2017 the City executed the contract with Walker Building Group to perform the repair services.
