Annual Progress Report - Franklin Forward

Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the annual progress report on the City’s Strategic Plan - FranklinForward.
Background
In March of 2016, the City launched its first Open Performance website - <https://performance.franklintn.gov/> for reporting and monitoring on the City’s Strategic Plan - FranklinForward. This effort was the culmination of several years of hard work on behalf of staff and the BOMA to research, design, approve and implement a robust and thoughtful strategic plan.
A year later, further progress has been achieved on finishing out missing data points and baselines for the strategic plan. Attached are two scorecards which show progress from 2016 to 2017. Positively, we are closer to our overall goal of 100% establishment of baselines and measures for all of the 64 goals of the strategic plan.
Progress towards achieving the goals of the plan itself has also been made. Most indicators have improved in the last year. Indicators which have improved of note:
- Fire Response Time
- Fire Loss
- Water/Wastewater System Sanitary Score
- Unaccounted For Water
- Number of LEED Certified Buildings
- Residential Recycling Participation
- Number of Social Media Interactions
- Walkability Score
- Increased Property Values
- Increased Tourists Visits
- Increased Investment in Historic Areas of Franklin
- Increased Jobs
- Increased # Businesses
- Decreased Unemployment
- Decreased Vacancy Rates
In addition, the 2016 Citizens Survey demonstrated improved ratings of quality of life, management of growth, quality of parks and recreation and neighborhoods as a place to live.
Not all indicators improved year over year. Indicators which did not improve year over year include:
- Diversification of Revenues
- Diversity of City Employees
- Percentage of citizens rating Transportation as the most important issue
- Poverty Rate
Staff will review the scorecards and the website with the BOMA to show the available datasets and the progress which has been made in achieving goals which support the four themes of FranklinForward.
