Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) (COF Contract No. 2017-0017) with Volkert, Inc. (Volkert) for the design of improvements at the intersection of Mallory Lane/North Royal Oaks Boulevard and Liberty Pike.

Background
With the continued growth in the Cool Springs area, recent traffic impact studies have shown a need for improvements at the intersection of Mallory Lane/North Royal Oaks Boulevard and Liberty Pike. These traffic impact studies were required of area developments and recommend various incremental improvements at the intersection. Rather than approach these improvements in piecemeal fashion, City staff recommends performing a complete analysis of the intersection. The design can then be tailored to meet the long-term needs of the entire intersection. Performing the full design will also allow the establishment of any future right-of-way needs in the area.

As a part of Resolution 2016-69, the BOMA approved $2,200,000.00 toward Phase 1 of the proposed intersection improvements. Phase 1 consists of full design and right-of-way acquisition. City staff has negotiated a professional services agreement with Volkert, one of our current on-call traffic engineering consultants, to perform the design of these intersection improvements.
