Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (PSA) (COF Contract No. 2017-0012) with Smith Seckman Reid, Inc. (SSR) for the Ladd Park Interceptor Sewer Resident Project Representative.

 

Background

The Ladd Park Interceptor Sewer Project consists of approximately 3,495 linear feet (LF) of 24-inch gravity sewer, 2,360 LF of 18-inch gravity sewer, sixteen (16) 60-inch diameter manholes, two (2) 72-inch diameter manholes, and ten (10) check dams with flowable fill plugs.  This sewer is an average of 30 feet deep, in rock and near the Harpeth River.  Due to the magnitude and location of this project, City Staff feels that a full-time onsite representative is necessary.  The City does not currently have the resources or personnel to provide a full time employee on a project like this; therefore, SSR was requested to submit a proposal for these services.

 

Financial Impact

The cost, as negotiated with SSR, for the construction engineering and inspection services is a not-to-exceed amount of $112,000.00.  This project is to be funded from Sewer Operating Funds.
