Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Barge Waggoner Sumner & Cannon, Inc. (BWSC) for the design of East McEwen Drive and Cool Springs Boulevard Intersections Improvements in an amount not-to-exceed $74,955.

 

Background

The intersection of East McEwen Drive and Cool Springs Boulevard/Oxford Glen Drive is a multi-lane roundabout, the only intersection of this kind in the City of Franklin.  The original design of the roundabout was completed in the mid-2000’s with the extension of Cool Springs Boulevard.  Construction of the roundabout occurred as three (3) separate projects:

 

1.                     Connection of Cool Springs Boulevard to Oxford Glen Drive (North & South sides of roundabout) was completed in mid-2000’s

2.                     East McEwen Drive Phase 3 (West side of roundabout) was completed in 2012, and

3.                     East McEwen Drive Temporary Connector (East side of roundabout) was completed in 2014.

 

Over the last decade, roundabout design standards have been refined, and operational knowledge had increased.  Some operational issues include conflict of peak hour movements, causing limited gaps for roundabout entrance, and continued lane assignment infractions.  Also, traffic in this area has increased dramatically over the last decade.

 

This PSA will allow BWSC and City staff to perform a full analysis of the roundabout and recommend any design and/or operational changes.

 

Financial Impact

On October 25, 2016, the BOMA approved Resolution 2016-69, which formally adopted the project list for Phase 1 of the fiscal year (FY) 2017-2026 Capital Investment Program (CIP.)  Included in that project list was East McEwen Drive (Phase 4), at an estimated total cost of $27,478,800.  Included in that estimated total cost is $974,400 for intersection improvements at the roundabout. 

 

This PSA with BWSC, at a not-to-exceed cost of $74,955, is approximately 7.7% of the total funding allocated toward the intersection improvements.  Funding for this project will come from the Capital Projects Fund.  The General Ledger (GL) code to be used for project expenses is 310-89420-43100.
