Consideration of COF Contract No. 2016-0369, City of Franklin Special School District Property Master Planning Scope of Work (1-24-17 WS).

Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the partnership between the City of Franklin and the Franklin Special School District (FSSD) in preparing a concept plan for three parcels of land owned by the FSSD.  The school sites will be evaluated for potential recreation programming and site master planning for Freedom Middle/Popular Grove site, Freedom Intermediate School site and Johnson Elementary School site.

 

The Board of Mayor and Alderman will review the draft scope and then direct the Parks Department to present to the Franklin Special School District for acceptance of the FSSD Master Planning Scope of Work prior to final approval of BOMA.  

 

Background

Identified in the City’s 2015 Parks Master Plan was the opportunity to explore a joint use agreement with FSSD.  In order to understand the potential of combining resources, the Parks Department budgeted in the FY 17 for an overall concept plan of the school districts properties near Jim Warren Park.  The consultant will gather and assemble information regarding the sites and surrounding features, including engaging both entities about existing and future needs on school property and Jim Warren Park in order to not duplicate services and explore opportunities to expand public recreational services.

 

Financial Impact

A lump sum fee for this work to include all labor cost and reimbursable to not exceed $34,998.  The Park Department budged in FY17 General Fund Budget a total amount of $35,000 for consulting services (110-82560-44700).

Staff recommends approving COF Contract No. 2016-0369 with Barge, Waggoner, Sumner & Cannon, Inc. to lead the master planning effort for the City of Franklin Parks Department and Franklin Special School District.
