Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (COF Contract No. 2016-0361) with Barge Waggoner Sumner & Cannon, Inc. for the Riverfront Planning Study.

Background
During discussion by the BOMA and FMPC regarding a recent proposed Zoning Ordinance amendment to permit additional uses in the Floodway Fringe Overlay Zoning District/100-year floodplain, it was suggested that the Downtown Harpeth Riverfront be studied in regards to land uses, building form, and trails and open spaces. The Professional Services Agreement (COF Contract 2016-0361) can be described as follows:

Barge, Waggoner, Sumner and Cannon, Inc. (BWSC) will provide planning services to assist the City in understanding challenges, opportunities, and perspectives associated with potential development along the Harpeth River in the downtown area. The project area will include the existing parcels along both sides of the Harpeth River from Pinkerton Park to Bicentennial Park that include property within the Floodway Fringe Overlay District (FFO). There are three main objectives of the project.

1. To identify areas within the FFO that may be appropriate for development based on a review of existing flood modeling and limited conceptual analysis.

2. To understand and assemble the perspectives of key stakeholders and the general public regarding three key issues:
