Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 1 to the Professional Services Agreement with Civil & Environmental Consultants, Inc. for the Jordan Branch / Spencer Creek Restoration Project.
Background
Over the last year, the City has been working with Civil and Environmental Consultants, Inc (CEC) on a design to restore the Jordan Branch stream bank channel in The Meadows subdivision in Cool Springs East. The design intends to address severe erosion that is occurring on the banks, restore stream channel morphology and to remove trees in danger of falling on adjoining property owner’s property, houses and/or other structures. The City held a public meeting in which a preliminary design and access was presented. Many residents had concerns over the construction access road through HOA property which was needed for equipment to access the stream channel. Resident concerns were that many trees on HOA property that currently provide their properties with privacy would have to be removed. Staff then decided to approach residents that held property that might provide an adequate access for construction traffic to acquire easements. The residents that Staff meet with declined to grant the City with access due to safety and structural housing concerns. Staff now wishes to evaluate in more detail the construction access through the HOA common space by additional survey work outside of the original scope and PSA. This will provide staff and residents affected by the access road with more detail of how the road might be constructed and how it will ultimately affect trees and the state of the HOA common space.
