Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the contribution of $500,000 to Williamson County for the development of the Williamson County Enrichment Center and Performing Arts Center on Columbia Avenue in Franklin.

Background
Over the past several years Williamson County has undertaken a significant redevelopment project at the site of the old Battleground Academy (BGA) campus on Columbia Avenue. Construction of a new Enrichment Center and new Performing Arts Center is currently underway with completion expected later this year. In total, the County is investing approximately $13 million on this project (Enrichment Center $7.2 million, Performing Arts Center $2.8 million, and land costs of $3 million). Through the new facilities in Franklin, Williamson County Parks and Recreation will be able to provide over 130 programming opportunities to citizens including senior and therapeutic, music, theatrical, and dance/exercise programming. The creation of these facilities will also allow the programming of the J. L. Clay Senior Center to move into the County's recreation programming thus eliminating the City's need to provide annual support for the program.

In the fall of 2016, Williamson County Mayor Rogers Anderson requested a contribution of $500,000 from the City of Franklin to the Williamson County Enrichment Center/Performing Arts Center project (attached).
