Transportation Projects Status Report

Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of some of the City’s transportation projects.

 

Project Status

A.                     Mack Hatcher Parkway NW Extension

Key Dates: Design Start - August 14, 2007 (BOMA Approval); Re-Design Completion - January 2015; ROW Start - December 2009; ROW Completion - June 2012; Construction - Not Funded

Cost: Design - $3,502,501; ROW - $13,397,520 (Provided by TDOT); Construction - $58,700,000 (Provided by TDOT)

Status Update:  TDOT has agreed to build the full intersections at SR96, Hillsboro Road and Del Rio Pike as a part of the 2-lane Mack Hatcher Parkway construction.  On February 17, 2016, the Nashville Area Metropolitan Planning Organization (MPO) Executive Board approved the 2040 Regional Transportation Plan (RTP).  Being listed in this plan is the first step for transportation projects to receive federal funding.  The Mack Hatcher Parkway NW Extension is listed as one of the short term projects for funding.  Ultimately though, the decision to proceed with construction lies with TDOT.

 

B.                     Hillsboro Road Improvements Phase 2 (Independence Square to Mack Hatcher Pkwy)

Key Dates: Design Start - March 24, 2008 (BOMA Approval); Design Completion - March 2015; ROW Start - March 2013; ROW Completion - May 2015; Bid Date - January 2016; Construction Start - April 18, 2016; Original Construction Completion - June 21, 2017 (430 calendar days); Estimated Construction Completion - August 15, 2017 (based upon delays and utility conflicts)

Cost: Design - $1,324,221 (Design fees include the SR96-IndSq Project as well); ROW - $3,000,000; Construction - $11,995,005.13 ($1,750,000 Reimbursable through State and Federally Approved Funding; Includes AT&T and ATMOS Reimbursable items totaling $441,677.00)

Status Update:  Construction started on May 6th.   There have been numerous utility conflicts throughout the project.  There is an estimated 2-month delay at this point, which pushes completion towards August of 2017.  The City is working with the contractor to continue progress, and make up time. 

                     

C.                     Hunter’s Bend Safe Routes to School

Key Dates: Design Start- January 2014; Design Complete - December 2015; ROW Acquisition - N/A; Construction - Spring 2016*

Cost: Total - $289,565 (Estimated)

Status Update:  Construction Bids will be received and opened on December 12, 2016.  It is anticipated that construction will begin early-2017.

 

D.                     Multiuse Trail along Highway 96 West, Vintage Grove Lane to Freedom Middle School

Key Dates: Design Start- June 2014; Design Complete - September 2014; ROW Start - March 2015; ROW Complete - July 2015; Bid Date - July 2015; Construction Start - April 2016; Construction Complete - October 2016*

Status Update:  Project is complete.

 

E.                     Sidewalk/Multi-use Trail along Murfreesboro Road (SR 96 East), Pinkerton Park to Mack Hatcher Parkway

ROW Acquisition - TBD; Construction - TBD

Status Update:  Negotiations for right-of-way and/or easements continue with affected property owners.

 

F.                     Franklin Road (Harpeth River Bridge to Harpeth Industrial Court)

ROW Acquisition- June 2017*; Construction -  June 2020*

Cost: Total - $10,344,250.00 (Estimated)

Status Update:  Design updates are still ongoing.  Final water and sanitary sewer plans have been submitted for review.  Final Right-of-Way and easement documents will be finalized in early 2017. Right-of-Way Acquisition could begin in Spring/Summer 2017.  Also, Engineering is working with the US Army Corp of Engineers to incorporate Harpeth River Channel Modifications at Franklin Road into the Streetscape project.  This USACE contract should go to the Board in early 2017 for approval. 

 

G.                     3rd Avenue North Trail/Greenway Project (Bicentennial Park Phase 1)

Key Dates: Design Start - April 11, 2006; Design Completion - February 2013; ROW Start - October 9, 2007; ROW Completion - January 26, 2010; Bid Dates - July 8, 2015; Construction Start - September 21, 2015; Construction Completion - August 23, 2016 (Change Order #2)

Cost: Design - $65,725.00 (This number does not include design cost from the Bicentennial Park Project); ROW - $226,500.00; Construction - $1,253,257.31 (Bid Amount), $1,369,479.54 (Per Draft Change Order #3)

Status Update:  The project is substantially complete.  Change Order #3 is on the December CIC Agenda for approval, and includes a small time extension and balances out the majority of the contract line items.  A final Change Order #4 will be brought to the Board in early 2017 after a few remaining punch list items are completed in January. 

 

H.                     East McEwen Drive Phase 4 Improvements

ROW Acquisition - TBD; Construction - TBD

Cost: Design - $1,210,000 (Preliminary - $497,000; Final - $713,000);

Status Update:  Design work continues on the many retaining walls.  As soon as the retaining wall designs are finalized, the final construction plans can be completed.  Staff anticipates releasing the interim, safety enhancement projects to bid in January 2017, with that work to be completed in Spring 2017.

 

I.                     Columbia Avenue (Mack Hatcher Parkway to Downs Boulevard)

Final Design- TBD; ROW Acquisition- TBD; Construction - TBD

Status Update:  Work continues on the preparation of the NEPA document.  A presentation on access management was held at the BOMA work session on October 25TH.
