SUBJECT: Consideration of a Professional Services Agreement (COF 2016-0353) with Gresham Smith and Partners, Inc. for the Franklin Road (SR 6) Widening Project.

Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider Amendment 1 to the professional services agreement (COF 2016-0353) with Gresham Smith and Partners, Inc. for the Franklin Road (SR6) Widening Project.

Background
BOMA approved an agreement between the Tennessee Department of Transportation (TDOT), the City of Brentwood and City of Franklin on March 6th, 2013 to acquire all Rights-of-Way and Easements needed for the project. City staff has requested modifications to the plans as reviewed during a recent field review meeting with TDOT and the Gresham Smith and Partners. These modifications generally include adding a 5' sidewalk to the north side of Franklin Road, widening Lynwood Way and Traffic Signal Design Services for the intersections of Franklin Road/Moores Lane and Franklin Road/Davenport Blvd. Following the design, TDOT will be responsible for 100% of the construction and utility relocation. These changes will help the City avoid future upgrades to the roadway and ensure the intersections are built to full capacity. These changes will save the City approximately $800,000 - $900,000 in future construction cost.

The City Administrator approved Phase 1 of this agreement on December 5th, 2016 for an amount not to exceed $25,000. Phase 2 is for the final design and is for an amount not to exceed $27,000.

Financial Impact
Project is to be paid out of the Capital Improvements Fund. Below is a breakdown of the cost.

Phase 1 - $25,000 (Approved by the City Administrator)
Phase 2 - $27,000
Total Cost - $52,000
