Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Contract 2016-0298 and the purchase of the Infor Field Inspector Work Management App.

Background
The Infor Mobile App will be used by field personnel to conduct inspections and enter inspection results into the City's database software, Infor. Inspectors in Development Services will use tablets with a WiFi link to manage their schedules, plan their travel routes, and to enter a list of correction items. The results of the inspections will be emailed to contractors within minutes, allowing for efficient communication and replacing the paper correction notice system currently in use. At the end of each work day, inspectors return to the office and spend up to an hour to record inspection results and scan paper copies of inspection reports. It is anticipated that the tablet interface will be easier and more intuitive to use as the inspectors are conducting their daily route. Supervisors will be able to determine when inspections are completed and can add inspections to the schedule while inspectors are still out in the field, as well as balancing inspection loads for inspectors who finish their assignments early. This will allow BNS to better manage a variable workload and be responsive to real time inspection requests.

Financial Impact
This item is included the current budget and is funded from the Technology Fee assessed with each permit. There is an Annual Support fee of $5,000 that will recur in each budget year, capped at 6% annual increase or the increase in the Consumer Price Index, whichev...
