Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Tennessee One-Call Program agreement approved on behalf of the BOMA

 

Background

On April 22, 2015 the General Assembly of the State of Tennessee approved Senate Bill 488 amending Tennessee Code Annotated, Title 4, Chapter 29 and Title 65 relative to underground utility damage prevention.  The amendment requires participation with the Tennessee One-Call, Inc. program for certain utilities establishing specific dates for implementation based on number of customers.  Based on the City’s customer base, we are required to become member of the program by January 1, 2017. 

 

The City has been preparing for this requirement over the last year including budgeting, procurement of equipment and hiring of staff and will be prepared to meet the requirements prior to the deadline.  The agreement, approved on behalf of the BOMA will establish membership with Tennessee One-Call Inc. and coincides with budgeted and planned implementation.

 

Financial Impact

The cost for joining the program is largely based on the number of utility locate requests received by the City.  Based on the anticipated work load in our service areas, using data provided by Tennessee One-Call, Inc., the financial impact for membership will be between $20,000 and $25,000.  This item has been budged through the Water Management Department in the FY 2017 Budget as a program enhancement in the amount of $25,000.
