Purpose
The purpose of this memorandum is to introduce a request to the Franklin Board of Mayor and Aldermen (BOMA) from representatives of the Cheekwood Golf Club to lease and improve the approximately 51 acre parcel adjacent to the City's Wastewater Treatment Facility to construct a new clubhouse, off-street parking, a driving range, and to re-locate up to three golf holes. Staff also seeks guidance from the BOMA on whether there is interest to lease this parcel and, if so staff advises to seek additional proposals through the Request for Interest (RFI) process.

Background
This approximately 51-acre parcel is an asset of the City's Water Management Department with the majority located within the Flood Fringe Overlay (FFO). Mr. J. Todd Jester, General Partner of Cheekwood Golf Club has submitted a request to BOMA to consider leasing the property for expanding and improving the existing nine-hole golf course. If the BOMA is interested in considering this proposal to lease the parcel, staff advises to seek additional proposals through the Request for Interest before making a decision and negotiate a lease.

Financial Impact
Depending on the guidance provided by the BOMA, staff will determine the financial impact at a later date based on the various proposal(s).
