Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2016-71, which awards the construction contract (COF Contract No. 2014-0181) for the Curd Branch and Watson Branch Interceptor Sewer Improvements Project to Cleary Construction in the amount of $1,481,995.00.

 

Background

Smith Seckman Reid, Inc. (SSR), conducted a basin study in 2014 on the Watson Branch Basin.  Based on the Technical Memorandum that they submitted to the City, most of the existing 15-inch interceptor sewer is capable of handling average daily flows but full capacity is exceeded for peak flows in several sections.  SSR recommended to upsize a portion of the Watson Branch Interceptor Sewer from 15 inches to 24 inches to handle peak flows from the basin.

 

On September 20, 2016, the City of Franklin Engineering Department received and opened bids for the Curd Branch and Watson Branch Interceptor Sewer Improvements Project.  The original low bidder was Norris Brothers Excavating.  Qualifications were requested from the low bidder per Section 00 2113 of the contract documents.  SSR and the City of Franklin agree that Norris Brothers did not provide adequate experience for a project of this magnitude.  The next lowest bidder, Cleary Construction, upon request, provided a list of ten (10) projects of similar size and scope.  A recommendation letter from SSR, including a bid tabulation summary, has been included for review.

 

Financial Impact

Construction costs of $1,481,995.00.  This project is to be funded from Sewer Operating Funds.
