Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) (COF Contract No. 2016-0325) with Alfred Benesch and Company to provide engineering services for the SR-96W Multi-Use Trail Project.

 

Background

The City of Franklin is currently constructing a multi-use trail along SR-96W from Vintage Grove Lane to Vera Valley Drive.  This project is almost complete, with only minor work remaining.  This project is an extension of the multi-use trail that runs along SR-96W, just west of Carlisle Lane to Vintage Grove Lane.  Both of those projects were fully funded by the City.

 

As a part of the 2016 Transportation Alternatives Program (TAP), the Tennessee Department of Transportation (TDOT) awarded the City $800,000.00 to extend the multi-use trail system from Vera Valley Drive to 9TH Avenue North.  The award amount of $800,000.00 is much less than what is needed to complete the entire project.  This 2016 TAP grant, along with the $200,000.00 local match (80/20 grant) required of the City, is estimated to be sufficient to complete the multi-use trail from Vera Valley Drive to Boyd Mill Avenue.  Therefore, TDOT staff encouraged the City to submit an application for the 2017 TAP grant to complete the multi-use trail.  Per the stipulations of the grant funding, the project must obtain construction authorization from TDOT by July 1, 2019 and be 100% complete by July 1, 2021.  Therefore, the City must proceed with the environmental and design phases of the project.

 

Because the environmental and engineering phases of this project are expected to cost less than $150,000.00, the City is allowed to utilize the TDOT small purchase procedure to select a consultant.  From that process, the City selected Alfred Benesch and Company to perform the environmental and design phases of this project.  Construction Engineering and Inspection (CE&I) services were not included with this contract and will be obtained prior to construction.

Financial Impact

The total cost of this PSA is an amount not to exceed $121,311.00.  It is anticipated that this project will be funded as a part of the fiscal year (FY) 2017-2016 Capital Investment Program (CIP).  However, the Engineering Department will work closely with Finance Department Staff and Administration to determine the most appropriate and available funding source.
