Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a presentation on general access management strategies and techniques.

 

Background

On February 9, 2016, the BOMA approved a Professional Services Agreement (PSA) (COF Contract No. 2016-0015) with Barge Waggoner Sumner & Cannon, Inc. (BWSC) for the Preliminary Engineering Phase (Environmental Only) for the Columbia Avenue Widening Project.  The decision to enter into this PSA with BWSC came after a lengthy Request for Qualifications (RFQ) and interview process.  One of the primary reasons staff chose the BWSC team for this high profile project is their knowledge and understanding of access management, and how it can drastically affect the operations of a corridor.

 

In recent months, the BOMA has expressed some concern with the use and implementation of median divided roadways throughout the City of Franklin.  Medians, from the Engineering Department’s standpoint, are primarily used to enhance safety and control access, which provides operational benefits to the corridor.

 

Because BWSC and their specialized sub-consultants are already under contract with the City, staff believes a presentation on access management would prove very beneficial to the BOMA and to the general public.
