Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Change Order No. 1 to the On-Call Annual Contract for Called Bonds (COF Contract No. 2015-0080) with Tennessee Valley Paving Company for a time extension through June 30, 2017.

Background
The Streets Department utilizes several on-call contractors to construct improvements and repairs to City infrastructure. The On-Call Annual Contract for Called Bonds is specifically used to construct improvements and repairs to City infrastructure that is contained within private development projects, which had had their performance or maintenance surety called by the Franklin Municipal Planning Commission (FMPC).

On July 14, 2015, the BOMA approved Resolution 2015-39, which awarded the On-Call Annual Contract for Called Bonds (COF Contract No. 2015-0080) to Tennessee Valley Paving Company. Because this is an annual contract, with funding supplied from the operating budget or by called bonds, this contract must be extended on a yearly basis. Change Order No. 1 would extend the contract time until June 30, 2017, which is the end of the current, fiscal year (FY) 2017.

Financial Impact
No funding is allocated with this contract. The actual amount of funding to be utilized by this contract will be based directly on the amount of performance or maintenance sureties that have been called by the FMPC. Funding for this contract could also come from the approved, annual operating budget of the Streets Department.
