Purpose

The purpose of this memorandum is to report the execution of vendor proposal with Utility Service Co., Inc., a.k.a., Suez Water Advanced Solutions, of Atlanta, Georgia, in the total amount of $12,600 for water storage tank inspection services for the Water Management Department.  Water storage tank inspections, conducted by qualified inspectors, are required by the Tennessee Department of Environment and Conservation at least every five (5) years.  The most recent inspections were conducted in January, 2012.

 

Background

The City solicited quotes or proposals from five (5) potential service providers known or thought to be interested in this solicitation.  Proposals from five (5) vendors were received and evaluated by the Water Management Department.  A tabulation of the proposals received for this solicitation follows:

The proposal recommended by the Water Management Department is from Utility Service Co., Inc., a.k.a., Suez Water Advanced Solutions, of Atlanta, Georgia.  The Utility Service Co. proposal is recommended because it is the lowest bid that meets or exceeds the Tennessee Department of Environment and Conservation requirements for tank inspections.

 

Financial Impact

The proposal recommended by the Water Management Department, from Utility Service Co., Inc., is in the total amount of $12,600 (at $1,800 per tank for seven (7) tanks) for the required water storage tank inspection services.  The Water Management Department Water Distribution Division budget for fiscal year 2017 allocates $20,000 out of the Water Fund for the purchase of consultant services.  The proposal amount for the proposal from Utility Service Co., Inc. is $7,400 less than the Water Distribution Division budget for consultant services.

Staff recommends that the Board of Mayor and Aldermen acknowledge receipt of this report, pursuant to City policy, of the execution of the proposal recommended by the Water Management Department, from Utility Service Co., Inc., a.k.a., Suez Water Advanced Solutions, of Atlanta, Georgia, in the total amount of $12,600 for water storage tank inspection services for the Water Management Department.  Purchasing Manager Brian Wilcox is of the opinion that the prepared solicitation documents as distributed allowed for competition among multiple vendors, and that the Water Management Department’s recommendation appears to have been made in a fair and impartial manner based upon the proposals received.  Pursuant to authority previously granted by the Board of Mayor and Aldermen, Contract No. 2016-0280 has been executed by the City Administrator and is attached.
