Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the issuance of retail sale certificates to grocery stores selling wine.

Background
On March 20, 2014, the Governor signed into law Public Chapter 554, commonly known as the "wine in grocery stores" law, permitting the sale of wine in grocery stores effective July 1, 2016. Upon the bill's effective date, cities in Tennessee with approved sales of alcohol could hold a referendum on whether or not to approve the sale of wine in grocery stores. The City of Franklin exercised that option, and on Tuesday, November 4, 2014, the Williamson County Election Commission held a referendum for Wine at Retail Food Stores in all voting precincts in the City of Franklin. The referendum passed with 14,324 voting 'yes' out of a total of 18,562 votes.

As of July 1, 2016, any grocery store selling wine must have at least one employee who holds a manager's permit. The City is now allowed to issue permits to Grocery stores within the city limits, upon clear background check approvals. The required background checks have been performed on specific company executives and the store's managing agent(s) for the store above; all applicants for this location have passed. This permit is the first step for grocery stores to obtain their State of Tennessee certificate.
