Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen
(BOMA) concerning the consideration to award a construction contract for the Water Distribution &
Collection System SCADA Improvements Project.
Background
The purpose of this project is to upgrade the existing SCADA system which will include the following tasks: 1) install a PC-based SCADA workstation at Public Works; 2) provide dual redundant communication via licensed radio and cellular modem; 3) install a Master remote telemetry unit (RTU) at Public Works; 4) install a programmable logic controller (PLC) based RTU at each system site; and 5) application engineering services to program the RTU PLCs, configure the SCADA network equipment and program, configure and design of the SCADA human-machine interface (HMI) software.
On August 9, 2016, the City of Franklin Engineering Department received and opened bids for the Water Distribution & Collection System SCADA Improvements Project. The low bidder was Revere Control Systems, Inc. with a bid of $1,949,980.00. A recommendation letter from CDM Smith has been included for review which includes a bid tabulation summary.
Financial Impact
Construction costs of $1,949,980.00. This project is to be funded through a SRF loan and repaid through the Sanitary Sewer Operating Fund.
