Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with CDM Smith for the Sanitary Sewer System Model Assistance - Phase 2.
Background
Phase 1 updated the previous hydraulic model of the City’s sanitary sewer collection system with more current flow data to include all gravity pipes ten (10) inches in diameter and larger and five (5) pump stations and established a permanent flow monitoring program.
Phase 2 consists of work to analyze the on-going temporary and permanent flow monitoring program, which was enacted with Phase 1, and to utilize the data to recalibrate the model. It also includes continued support and updates to the Capacity Assurance Tool on an as needed basis.
Financial Impact
The cost, as negotiated with CDM Smith for the design services, is a total amount not-to-exceed $145,000.00. Based on the work involved, the proposed cost appears to be appropriate. This fee will be paid out of the Sewer Operations fund.
