Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a request to deny sanitary sewer availability for 3713 E. McEwen Drive (Map 61 Parcel 305).
Background
The property owner of 3713 E. McEwen Drive is proposing to build a single family house. As part of the process, they have requested denial of sanitary sewer so that they can build a septic system. To provide sanitary sewer service, the property owner would need to install a grinder pump and extend a service line to the north through an existing easement (See Exhibit A). Service could be provided from a gravity system located on Canterbury Rise. In the past, the board has denied these types of request due to the financial burden on the property owner.
