Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an ordinance to establish a one hour parking time limit, temporarily on the south side of East Main Street between the Public Square and 2nd Avenue South. 

 

Background

Construction located at 231 Public Square required the closure of certain public property around the square and approximately six public on-street parking spaces on the South Side of East Main Street.  The business owners, Early’s Honey Stand, located adjacent to the construction, have requested the City establish a one hour parking time limit on the south side of East Main Street between the public Square and 2nd Avenue south.  The time limit, which impact two on-street public parking spaces, will help to improve parking availability and parking turnover fronting this and other business in the vicinity.  This ordinance shall only be effective during the construction of the 231 Public Square building, specifically when the public sidewalk and on-street public parking spaces are not accessible. 

 

Financial Impact

No direct financial impact to the City is expected.

Staff recommends approval of Ordinance 2016-35.  Approval shall be contingent upon final review and approval from the City Administrator and City Attorney.
