Purpose
The purpose of this procurement is to purchase one (1) Masimo RAD-57 hand-held carbon monoxide detector for blood stream for the Fire Department. This unit has the technology to measure carboxyhemoglobin, methemoglobin, oxygen saturation, and pulse rates on patients treated by the Franklin Fire Department and fire suppression personnel engaged in firefighting or other hazardous materials type operations where these exposures may occur. This purchase would represent an expansion to the Franklin Fire Department's inventory of similar equipment.

Background
According to the CDC, each year, more than 400 Americans die from unintentional CO poisoning, more than 20,000 visit the emergency room and more than 4,000 are hospitalized due to CO poisoning. Fatality is highest among Americans 65 and older. Firefighters are at very high risk for exposure to Carbon Monoxide in the overhaul phase of fire operations and the effects of this exposure can cause both immediate and long term health concerns. The implementation of CO screening in the rehabilitation of firefighters is a critical component in identifying and helping to prevent the effects of these exposures.

In 2011, the Fire Department purchased six of these handheld units to place on the fire apparatus with advanced life support capabilities. In 2013, the department increased the number...
