Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 2 to the Professional Services Agreement (PSA) (COF Contract No. 2013-0034) with CDM Smith, Inc. for the Mack Hatcher Extension Project (SR-397 Mack Hatcher Parkway West, from South of SR-96, West of Franklin, to East of SR-106 (US-431), North of Franklin, Williamson County)

Background
A brief history of the PSA (COF Contract No. 2013-0034) with CDM Smith, Inc. is as follows:

April 23, 2013 BOMA approved COF Contract No. 2013-0034 that, at the request of TDOT, allowed for the redesign of the proposed roundabouts to traditional signalized intersections.

November 25, 2014 BOMA approved Amendment No. 1 that, at the request of TDOT, allowed for the redesign of the project as a two (2) lane facility.

Amendment No. 4, as requested by TDOT, provides the following design revisions: addition of a permanent access easement, plans revision to show more controlled access right-of-way, inclusion of more raised medians at Hillsboro Road (SR-106/US-431), elimination of the micropile design alternate for the Harpeth River Bridge pier footings, and additional information about the retaining walls on the project.

Financial Impact
The estimated cost of the design revisions associated with Amendment No. 2 is $81,607.00. Per proposed Amendment No. 4 to TDOT Contract No. 0...
