Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 4 to Tennessee Department of Transportation (TDOT) Contract No. 070112 (COF Contract No. 2009-0051) for Mack Hatcher Parkway West, from south of SR-96, west of Franklin, to east of SR-106 (US-431), north of Franklin.

Background
Below is a brief history of TDOT Contract 070112 (COF Contract No. 2009-0051):

June 12, 2007 BOMA approved TDOT Contract No. 070112 to fund the design for the Mack Hatcher Parkway [North] West Extension.

February 9, 2010 BOMA approved Amendment No. 1 to provide $5,000,000 in local funds for the design and right-of-way acquisition for the project.

May 28, 2013 BOMA approved Amendment No. 2, which provided $277,500 in reimbursable funding for the redesign of the proposed roundabouts to traditional signalized intersections. TDOT requested this design change.

November 25, 2014 BOMA approved Amendment No. 3, which provided an additional $355,056 in reimbursable funding for the redesign of the project as a two (2) lane facility. TDOT requested this design change.

Amendment No. 4, as requested by TDOT, allows for some additional design changes. These changes include: addition of permanent access easement, revision of plans to show more control access right-of-way, inclusio...
