Background/Staff Comments
The applicant has submitted a request to rezone the property located at 1102 West Main Street from Specific Development Residential -0 (SD-R 0) to Office Residential (OR). This rezoning would allow the applicants to reuse their property for uses compatible with an Office Residential Zoning District. The adjacent properties are zoned Central Commercial, Neighborhood Commercial, and Specific Development Residential.

The property is located in the Central Franklin Character Area Overlay District-3 (CFCO-3). The Franklin Land Use Plan encourages detached and attached residential uses. Limited neighborhood commercial uses (retail), civic and institutional uses will occur in nodes located at major intersection of collector or arterial streets.

The uses identified in the OR zoning district were deemed to be the most appropriate uses based on the characteristics of the subject property, the historic character of the lot, and its location within the Central Franklin Historic District. OR is one of three zoning districts in the City of Franklin which allows for commercial uses and residential uses to take place inside the same structure.
