Purpose

The purpose of this memorandum is to provide information to the Board of Mayor and Aldermen (BOMA) to consider off-site improvements.

 

Background

Cardel Village submitted a Development Plan and a Rezoning Request on June 29, 2016.  At the initial pre-application meeting, city staff told the developer that we would not support the request without improvements to Carlisle Lane to correct the alignment and address all safety concerns.  Currently, the City has no funding in place to make improvements to Carlisle Lane.  For this reason staff has recommended denial of the Development Plan and the Rezoning Request until this roadway can be upgraded to meet City Standards. 

 

It should be noted that the Developer has the option to build under its current Estate Residential Zoning.  If the Developer builds under its current zoning staff would not require any offsite improvements as part of the development. 

 

Financial Impact

At the November 10, 2015 Board of Mayor and Aldermen meeting, staff was asked to re-evaluate multiple typical sections, project limits, and cost estimates.  This information can be found in Exhibit A.
