Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Comprehensive Transportation Plan and to finalize the proposed Transit and Bike/Pedestrian Plan

 

Background                                          

The City of Franklin is one of the fastest growing communities in the state and has experienced continual growth and development since the 1980s.  This growth pattern is expected to continue over the next several years placing increasing demands on the City’s transportation network.   The 2016 Comprehensive Transportation Plan/Major Thoroughfare Plan will serve as a guide for future multi-modal transportation in the City of Franklin.  As part of this plan, City staff is proposing to develop recommendations through year 2034.  Our transportation goals and objectives will include the following:

 

                     Identify key transportation and multi-modal improvements through year 2034 and provide a plan to manage growth to maintain and enhance the City of Franklin’s high quality of life.

                     Evaluate, prioritize and provide recommendations for future projects to include roadway networks, greenway networks, pedestrian networks, bicycle networks, transit routes and public parking.

                     Creating a safe, convenient and efficient multi-modal transportation system for the City of Franklin.

                     Coordinate transportation and land use planning.

                     Enhance transportation’s contribution to the economic vitality within the City of Franklin.

Below is a summary of past BOMA/FMPC presentations:

 

October 14, 2014 -                      Staff presented a status update at a BOMA work session.

June 23, 2015 -                      Staff presented project rankings at a BOMA/FMPC joint conceptual workshop.

June 21, 2015 -                      Project survey was sent out to all BOMA/FMPC members for project prioritization.

August 27, 2015 -                      Staff presented updated project rankings at a BOMA/FMPC joint conceptual workshop. 

September 22, 2015 -                      Staff presented updated project rankings at a BOMA work session.

 

Financial Impact

No Financial Impact at this time. 

 

Recommendation

Staff recommends approval of the proposed transit and bike/pedestrian plan and is seeking input from the BOMA.
