Discussion of Masonic Hall Structural Engineering Analysis Report and Architectural/Preservation Plan Funding Request

Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a funding request from the Historic Franklin Masonic Hall for support of $15,000 for a structural engineering analysis and architectural/preservation plan for the Masonic Hall building.
Background
In late 2015 the City of Franklin received a funding request $15,000 for a structural engineering analysis and architectural/preservation plan for the Masonic Hall building. The full cost of the study is $60,000. The Masonic Hall has requested financial support of $15,000 each from the City of Franklin, Williamson County and the State of Tennessee. Attached is the request from the Franklin Historic Masonic Hall.
The Historic Franklin Masonic Hall was constructed in 1823 and is listed on the National Register for Historic Places and has a National Historic Landmark designation. The study would provide for a comprehensive structural analysis of the building and the comprehensive preservation plan will for guidance regarding building improvements that will maintain the historic character/context of the Hall.
Financial Impact
Funding for the $15,000 would need to be identified either within the City’s general fund or the Hotel/Motel Tax fund. It is likely a budget amendment will need to be enacted to support this request.
