Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the City's ongoing efforts to expand transparency and expand online offerings to citizens.

Background
The City of Franklin, Tennessee works tirelessly to provide the best quality services to its residents for the lowest cost possible as efficiently as possible. The City has worked for many years to ensure that citizens have many outlets with which to gain access to services and information about City services, events and goings-on. In the last couple of years, the City has joined a nationwide trend in governments of all sizes to increase the access to information and broaden the transparency of city affairs. From the dedicated efforts of our Communications professionals, to a redesigned website, to numerous online services, staff began work in the last year to provide an online portal from which citizens could monitor progress on the City's strategic plan, FranklinForward. This portal is nearly ready for the community to access.

Staff will be on hand to demonstrate the City's new performance site, https://performance.franklintn.gov. The site is not live yet - target date is January 1, 2016. This site, designed and hosted by the vendor Socrata, has been designed to provide maximum transparency and access to data on the 4 themes, 15 sub-themes, 64 goals and 74 baselines contained within FranklinForward. It is hoped that this will be just the beginning of allowing all of our citizens' access to the same performance data which staff uses within the budget and in daily operations.
