Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Alderman (BOMA) concerning the renewal of our License Agreement for Pole Attachments with Middle Tennessee Electric Membership Corporation.

 

Background

The original license agreement for pole attachments dates back to 1995 and was automatically renewed since that date.  This updated agreement includes similar language as the previous agreement and reflects current fees.  The general purpose of the agreement which assigns responsibility to entities who place facilities (equipment) on poles owned and maintained by MTEMC, has not changed.

 

Financial Impact

Currently, there are 249 poles associated with this agreement.  Depending on the number of entities and attachments placed on the poles the City pays either $26.04 or $19.86 per pole per year.  MTEMC adjusts this fee annually using the Handy Whitman Index.
