Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the proposed reorganization of the Finance department as part of the ongoing FY 2016 budget.

Background
According to the City code, all changes made to the budget during the year require separate votes for the transfer of money and the approval of position changes to the organizational charts. This agenda item addresses the modification of the organizational chart for the Finance Department.

With the continued emphasis of integration of the strategic plan into daily operations, there is a compelling need to focus more attention how analytical data can be used to properly assist policymakers make informed decisions. Since the budget is one of the best tools with which to guide, shape and direct City affairs, the time has come for the position of Business Process Improvement Manager be expanded into a larger role in the budget process. The proposed change in the organizational chart reallocates existing resources within the Finance Department to emphasize budgeting - both operating and capital budgeting - as well as performance measurement, data analytics and special studies as part of the daily affairs of the City.

Identifying budget and analytics as a major component of Finance is a major step in that direction. This action is timely because the process of constructing the Fiscal Year 2016-2017 budget begins in the next few weeks.
