Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) to consider Resolution 2015-94, A Resolution Extending Interim Position of Planning and Sustatinability Director through May 31, 2016.
Background
In May of 2015, the City of Franklin’s Director of Planning and Sustainability resigned. At that time, the City Administrator appointed Bob Martin, Franklin’s retired Planning Director, to return to this role on an interim basis. Pursuant to the Human Resources Manual, temporary appointments are for no longer than a period of six months and are made under the City Administrator’s authority. The Board of Mayor and Aldermen (BOMA) upon the recommendation of the City Administrator can extend a temporary appointment beyond the six month period. Mr. Martin is willing to continue serving in this role for an extended period of time. The City Administrator is recommending that Mr. Martin’s service as director be extended through May 31, 2016 or until a selection is made for the Director of Planning and Sustainability.
The City expects to launch a formal search for a Planning and Sustainability Director in early 2016.
Financial Impact
There is no anticipated fiscal impact to the City. The City will work with Mr. Martin maintain his appointment consistent with the requirements of the City’s pension system and the Human Resources Manual.
Recommendation
Approval of the proposed Resolution 2015-94 is recommended.
