Consideration of a Professional Services Agreement (COF Contract 2015-0322) with CDM Smith, Inc. for a Drainage System Evaluation of Jordan Branch for an amount not to exceed $68,500 (10/29/15 CIC 4-0)

body

Purpose

The purpose of this memorandum is to request approval to move forward with a feasibility study to identify potential improvements for frequent flooding along Jordan Branch and to also identify potential water quality improvements.

Background

Jordan Branch is a tributary of Spencer Creek and located in the Cool Springs area north of Mallory Station Rd and extends into the City of Brentwood north of Moores Ln.  This drainage basin contains approximately 1,400 AC.  Over the past five years we have had two documented floods that have resulted flooding at the intersection of Mallory Ln and Crossroads Blvd.  In addition we have had approximately 4 properties that have reported damage.  The purpose of the study is to identify potential improvements for frequent flooding along Jordan Branch and to also identify potential water quality improvements.  Project identified will be evaluated and budgeted for as part of the Engineering Departments annual budget.

Financial Impact

$68,500 - ($100,000 under Engineering Services 82540 was budgeted as part of the FY2015-2016 budget).  The Board is also considering a contract with CEC in the amount of $68,700 for a Feasibility Study for Ralston Creek at Liberty Hills. Approval of this contract will require a budget amendment in the amount of $37,200 ($68,500+$68,700-$100,000 = $37,200).
