Background/Staff Comments
The proposed parking lot addition is completely within the City's Hillside/Hillcrest Overlay District. Per Section 3.4.8 of the Franklin Zoning Ordinance, development is not allowed in the Hillside/Hillcrest Overlay (HHO) District. The purpose of this overlay district is to ensure development does not create soil erosion, silting of lower slopes, slide damage, flooding problems, severe cutting, or scarring of hillsides. The applicant has redesigned the site to minimize the impacts to the hillside, however staff continues to recommend disapproval of this site because the proposed parking lot violating the purpose and intent of the HHO district.

Project Considerations are not conditions of this approval, but are intended to highlight issues that should be considered in the overall site design or may be required when more detailed plans are submitted for review. These items are not meant to be exhaustive and all City requirements and ordinances must be met with each plan submittal.

The applicant for this project is Williamson County and can opt out of the City's development regulations. The redesigned project presented here has notably less visual impacts and impacts the hillside less than the previous rendition. Should the FMPC choose to approve the project a Conditions of Approval list has been included in the Commissioners packets.
