Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an agreement for the City of Franklin to receive 91X Express Bus Service and share in the cost of the service.

Background
The City of Franklin has provided dedicated support for the 91X Franklin Express bus service between Franklin and Nashville for several years. On August 25, 2015, the Board approved a contract between the City of Franklin and the Regional Transportation Authority for FY2016. The service contract provided for four trips per day between Franklin and Nashville, and runs from July 1, 2015 through June 30, 2016. The City's local partner share was set at $29,707 for the 91X Franklin Express Regional Bus Service.

The Regional Transit Authority now advises that there have been changes in the method of applying federal Congestion Mitigation and Air Quality (CMAQ) grant funding to operations. Additionally, the absence of participation from the City of Brentwood affects the calculation of local share. To continue the service, the amount for this year's contract needs to be raised to $42,577.

Two additional benefits result from this change. First, the previous reduction of trips from six per day to four per day will be reversed and returned to the previous level of six per day. Secondly, the local share of funding the Express Bus Service will be stabilized at the same level until June 30, 2018. If approved, a contract amendment will be drafted and/or approved by the City Attorney.

Financial Impact
The City's local partner share of $42,577 would increase by $12,870, if approved. A budget transfer or amendment will be needed to provide this additional funding.
