Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an agreement (COF Contract No. 2015-0172) with Boyle Investment Company for improvements at the intersection of Carothers Parkway and Meridian Boulevard/Gillespie Drive.
Background
Boyle Investment Company approached the City of Franklin to request approval to make improvements to the intersection of Carothers Parkway and Meridian Boulevard/Gillespie Drive. As part of the discussion, City staff requested that the project limits be extended to include Gillespie Drive. These additional improvements will remove the inefficient split phase operation at Meridian Boulevard and Gillespie Drive and improve traffic within the overall intersection. Boyle Investment Company has offered to oversee the design, permitting, construction management and construction associated with the project. The City would be financial responsible for the improvements on Gillespie Drive and Boyle would pay for the improvements on Meridian Boulevard and Carothers Parkway.
Financial Impact
The estimated design and construction cost of the project is shown below:
$185,000 Boyle Investment Company
$65,000 City of Franklin. This cost would be paid out of the approved FY2015-2016 TOC budget (89530 Machinery & Equipment (>$25,000).
