Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider Resolution 2015-007, authorizing the City Administrator to execute various aspects of the temporary Fire Station No. 7 project with a total project budget $150,000.
 
Background
The establishment last August of a temporary Fire Station No. 7 has been successful at reducing Fire Department response times for the area served by the temporary station.  Now that the Peytonsville Road / Goose Creek Bypass bridge crossing Interstate 65 has been reopened, the Fire Department recommends that, rather than closing the temporary Fire Station No. 7, the City replace it with another temporary Fire Station No. 7 in order to continue to serve this area for the next few years until a permanent Fire Station No. 7 is constructed and fully operational.
 
City staff did explore the use of a general contractor in hopes of streamlining the constructions process.  Unfortunately, the general contractor method appears to be a more costly approach.  As a result, staff is recommending the approach through which the City will work as the general contractor coordinating the work of various vendors/contractor in getting the project successfully completed.  Staff has developed a "work draft" budget for the project, which is attached for you   
 
An agreement has been drafted with Williamson County for the use of a portion of the County Ag Center property until the permanent Fire Station 7 is constructed.  This will come to BOMA for consideration at the January 27th meeting.  The County is working with the City on the move out the existing quarters ("green room" of the Ag Center) around the first of February.  
 
Attached for consideration by the Board is Resolution 2015-07, granting the City Administrator authority to execute the various aspects of this project within a project budget of $150,000 (funded through the Facilities Tax Fund).  The City Administrator will report the project costs and agreements back to the Board in a timely manner and allow for a public report and acceptance/approval from BOMA at the next available meeting.
 
Financial Impact
Preparation of the proposal is still in progress.  Costs associated with establishing the replacement temporary Station No. 7 may be allocated to the City's Facilities Tax Fund.  A budget amendment may be necessary to support this project.
 
Options
Options to establishing a replacement Temporary Fire Station No. 7 include not establishing a replacement Temporary Fire Station No. 7 at this time.
 
Recommendationrec
Staff recommends that the Board of Mayor and Aldermen approve resolution 2015-07, authorizing the City Administrator to work with City staff to implement the Temporary Fire Station No. 7 within a total project budget of $150,000.
