Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider Amendment No. 1 to the Agreement for Goose Creek Sanitary Sewer Extension from West of I-65 to East of I-65.

Background
Travel Centers of America currently has a failing decentralized waste water treatment facility that is in need of repair and possibly replacement. On May 27th, 2014 the City and HPT TA Properties Trust entered into an agreement (COF 2014-0051) to extend sanitary sewer service from the west side of I-65 to east side of I-65. Working with our consultant, we have revised the alignment to accommodate existing utilities and reduce the impact on property owners. In addition, HPT TA Properties Trust has requested reimbursement on their sanitary sewer access fees. If Amendment No. 1 is approved, reimbursement for sanitary sewer access fees would be paid at the time they connect to the public sanitary sewer collection system.
